I thought the translation is "Even dogs don't urinate here..."
It was probably written by a woman, and I don't think she meant four-legged creatures.
Unfortunately it won't deter non-Tamizh speakers from "making nuisance" :-)
My Tamizh is not very good. But I think the person who wrote is no better either because the verb is singular while the subject is plural.
I don't see a comma in the sentence. Changes the meaning somewhat, doesn't it?
